Genesis 7:19 Daily Devotional & Meaning – When the Waters Covered the Whole Earth

“And the waters prevailed exceedingly upon the earth; and all the high hills, that [were] under the whole heaven, were covered.”

We touched upon this verse before when talking about how much it would need to rain to cover Mount Everest, and the sheer scale of the Flood is staggering. The physical reality alone is awe-inspiring: the waters “prevailed exceedingly,” covering every high hill under the whole heaven. But what is even more striking to me about this verse is its similarity to Genesis 1:2, where it says, “And the earth was without form, and void; and darkness [was] upon the face of the deep. And the Spirit of God moved upon the face of the waters.” In Genesis 1:2, the world begins in chaos and darkness, covered by the waters of the deep, and yet the Spirit of God moves above them, preparing to bring order, light, and life. Similarly, here, the floodwaters cover the Earth, returning it to a watery chaos that mirrors the original creation. It is as though creation itself has been reset, wiped clean, and yet God’s hand is still present, sustaining what is necessary for a new beginning. The ark rides above the waters just as the Spirit hovered over the deep, serving as a sign of God’s sustaining presence and His plan for renewal.


This raises the question: did God create the chaos?


The answer here is no. God did not bring about the floodwaters to generate disorder or destruction for its own sake. Rather, He withdrew His protective hand, allowing the natural consequences of sin and rebellion to run their course. The chaos that enveloped the Earth was the result of humanity’s corruption, not the Creator’s intention. In essence, God stepped back, and what had been building unchecked—violence, wickedness, and rebellion—was allowed to manifest fully.


This is a striking reminder of both God’s justice and His control. If He were ever to take His hand away from something, chaos would immediately take hold and destroy everything. The Flood illustrates this vividly as the Earth, left to the consequences of human sin, was overwhelmed and undone, yet God’s hand preserved what was necessary for life to continue. The ark floated safely above the waters, a testament to His sustaining power and care.


It also reminds us that God’s presence is not just protective but ordering. Even when the Earth seemed covered by utter chaos, His hand guided the ark, ensuring that His plan for redemption and restoration would not fail. What appears as disorder to our eyes is never outside His control. Just as the Spirit hovered over the waters in Genesis 1, so too did God hover over the Flood, preserving life and preparing for a new beginning.


This verse challenges us to reflect on the power and necessity of God’s hand in our own lives. When we try to remove God’s guidance, chaos inevitably ensues, but when we trust in His sovereignty, we are sustained even through the most overwhelming storms. The Flood is both a warning and a promise: without God, destruction is certain; with God, life is preserved, order is maintained, and His purposes are endured.
